Strategic Research Agenda for Utilisation of Earth Observation in Agriculture

by Karel Charvat, Vaclav Safar, Hana Kubickova, Sarka Horakova, Tomas Mildorf

The EO4Agri Strategic Research Agenda (SRA) is a set of recommendations for future research activities in the area of Earth observation for agriculture. The EO4AGRI project provides support to all agri-food sectors based on new uses of COPERNICUS data. At first, part of the deliverable collected user needs from previous work are summarised including gaps in data, delivery platforms and knowledge management. Another input was an analysis of the current political framework and its influence on future agriculture. The implementation of the European Green Deal and the UN Sustainable Development Goals will require future collaboration of the public and private sectors. The main part of the SRA is a list of recommendations for future activities in the Group on Earth Observations (GEO), Horizon Europe (Annex 4 and Annex 6) and the Digital Europe programmes. It is not a revision of these programmes, but additional recommendations or tasks which are important to consider in updating the future programmes.

COMPARISON OF METHODS TO MAP SELECTED TRAFFIC MARKINGS ON FIRST CLASS ROADS IN THE CZECH REPUBLIC

    by V. Šafář, J. Karas, P. Černota, J. Pospíšil

The article presents conclusions of a comprehensive analysis of pilot data collection using four mapping methods. To validate mapping methods and procedures, we selected three ten-kilometer sections of the first class roads with different geomorphological, vegetative and transportation properties. All sections were measured by aerial photogrammetry using GSD = 4 cm, mobile laser scanning equipment linked with cameras, by geodetic surveying methods, and one section was also measured by UAV. The tested methods mapped selected features of vertical and horizontal traffic markings on the first class roads. The traffic marking measuring sets were analyzed from the perspectives of personnel, time, data, costs, and technological and organizational aspects. All the mapping methods were verified as mentioned above starting from work preparation phase, its terrain realization, captured data processing and detailed analysis, concluding with stating the advantages and disadvantages for each mapping method. One of the analysis outputs was proposals to change and refine road administrator’s regulations. The mapping methods were compared with geodetic measurements. Analyses were also carried out in the context of creating digital data in 3D for the realization of BIM (Building Information Modeling) digital data in connection with the concept of the European Parliament and Council Directive 2014/24 / EU on Public Procurement, and Czech Government Decree 682 on the Concept of Implementation of the BIM Method in the Czech Republic of 25 September 2017 and Decree 958 of the Government of the Czech Republic of 2 November 2016 on the importance of BIM for the construction engineering and proposal of further steps to introduce it in the Czech Republic.

CREATING OF CENTRAL GEOSPATIAL DATABASE OF THE SLOVAK REPUBLIC AND PROCEDURES OF ITS REVISION

    by M. Miškolci, V. Šafář, R. Šrámková

The article describes the creation of initial three dimensional geodatabase from planning and designing through the determination of technological and manufacturing processes to practical using of Central Geospatial Database (CGD – official name in Slovak language is Centrálna Priestorová Databáza – CPD) and shortly describes procedures of its revision. CGD ensures proper collection, processing, storing, transferring and displaying of digital geospatial information. CGD is used by Ministry of Defense (MoD) for defense and crisis management tasks and by Integrated rescue system. For military personnel CGD is run on MoD intranet, and for other users outside of MoD is transmutated to ZbGIS (Primary Geodatabase of Slovak Republic) and is run on public web site. CGD is a global set of geo-spatial information. CGD is a vector computer model which completely covers entire territory of Slovakia. Seamless CGD is created by digitizing of real world using of photogrammetric stereoscopic methods and measurements of objects properties. Basic vector model of CGD (from photogrammetric processing) is then taken out to the field for inspection and additional gathering of objects properties in the whole area of mapping. Finally real-world objects are spatially modeled as a entities of three-dimensional database. CGD gives us opportunity, to get know the territory complexly in all the three spatial dimensions. Every entity in CGD has recorded the time of collection, which allows the individual to assess the timeliness of information. CGD can be utilized for the purposes of geographical analysis, geo-referencing, cartographic purposes as well as various special-purpose mapping and has the ambition to cover the needs not only the MoD, but to become a reference model for the national geographical infrastructure.
